Why was Boeing shuttered in the first place? They could easily qualify as critical manufacturing or defense industrial base. They probably furloughed people so they wouldn't have to pay them due to their 737 Max issue tanking the company. Now they have decided its more beneficial to their bottom line to remain open and are milking every ounce of it.

Boeing had employees coming down with corona virus, which meant every other person on the factory floor was exposed. They had to shut down before it got out of hand. They needed to figure out how to reopen with mitigation processes.
