The police chief here has the "broken window" policy from Gulianni (I believe) but he's more interested in having transexuals train his force than any broken window policy. Windows in this complex have been broken in half the apartments, mine three times. It was only a matter of time before they got my stuff too, instead of just the neighbors.
Does that mean the Charleston PD works for the drug addled crazies? The evidence says yes.
