China shouldn't get a discount on anything. And USPS should not be delivering packages for anyone, and if they do they should be compensated beyond their costs. And the postal workers should get a bonus for packages delivered.

It's the duty of the government to ensure that Americans have access to safe, swift, and secure communication. I'd rather it be an expense, but one with a strict mission, budget, and guidelines of the highest of standards.
