Why not just steal it? If its under $500 they wont do anything. At least in Cali you can steal anything you want and if its under $500 they will not do a damn thing.
This is what I would do. Tell them to call the police if they want. I'm not stealing from you, just buying "non-essential" garden seeds so I can grow my own food. If the police think it's illegal, they can ticket me and we'll settle it in court. In the meantime, my family's not going to starve.
