Yes. That doesn't exist with China. Their nuclear weapons stockpile is too small to destroy us. Attacking their nukes means that they likely won't get a shot off. If they do, we have ways to destroy their missiles. Their missiles are also relatively poor quality, too. The risk of not going all out to take out their nukes from the outset is far too great, so there's no reason to go to war if we aren't prepared to take that as a first step.
