I don't agree with Scott's point, of course, but I think he means we have no freedom now under the quarantine, whereas if we give up privacy by letting the government know everyone's location at all times, then the government can quickly figure out who might have been exposed to an infected person, while the rest of us are free to go to work or even jog alone on the beach. It seems like a great idea for Communist China, but it would never work in America, because America is filled with Americans.
