'New', as opposed to the original that consisted of Nazi Germany, Fascist Italy, and Imperial Japan.

Those would be the Axis Powers. The New Axis refers to the Evil of terrorism. Initially Iran, Iraq and North Korea.

Obviously China has strong ties to those countries AND this is not the first time China (and Russia) has been lumped into the Axis of Evil by Blackburn.
