The way I am reading it hes saying that hes about to announce opening things up and when he does they need to be prepared. As in giving them a couple weeks head start not just announcing tomorrow that were open for business instead he's making it clear ahead of time that something is going to happen and its going to be sooner rather than later. Besides the point of letting the states know, it will also have an effect on the stock market/economy as its giving everyone an update that its coming and will improve confidence.
