Medical Universities in VA have fought very hard to farm out maintenance, food, cafeteria and every possible job to contractors like Aramark, who pretty much pay minimum with few benefits--so they can shrug and say, It's not us, it's the contractor." Wages are an expense; and it's one that employers can control, especially in a right-to-work state like VA. The big boys will lean on him to keep those wages low, IMO.
