There's a longstanding agreement and Supreme Court cases involved.

The "White House Press Corps" is a body that makes its own rules. Current head: Jon Karl of ABC/Disney, also known as the sorta-bald-looking clown all the way toward the front-right from our perspective. (I don't know if he's in this particular clip, but he's usually over there. Not Jim Acosta- he's another near-the-front guy.)

The WHPC makes the rules for the seats. Who sits where, Mr. President - we expect you to answer more questions from the people in the front, etc. Back row is more like "Ten reporters share this seat, and they rotate days". But that's entirely WHPC. And they pulled Channel Rion's back-row access.

But. The Administration/Secret Service control the room. This is how she's standing back there behind the seats in the corner - someone's basically sneaking her in there.
