Can it be done by executive order?
Probably not, I would think that would have to go through Congress. Besides an EO could simply be reversed by a future Democrat.
With voter ID there will be no future democrat
Probably requires an amendment to the Constitution
Once we get this passed, I would hope the inertia of the people would say "Whoa...you DONT want ID? The only reason for that is to cheat"
Tell that to the DACA program.
An EO would mean fair elections meaning that it could be signed into law by a future fairly elected Congress.
Waiting to beat out the rigging first is ridiculous.
Election procedures are left to the states.
Which is why we need Congressional action. No chance with the House atm.

The states' individual constitutions and code provide election guidelines and regulations. This is why the Soros organizations have been funding campaigns for state Secretaries of State and Boards of Elections.
If the federal government does enact voter ID, it could be made to apply only to federal elections. This is standard in American governance and can be traced to the application of women's suffrage and antebellum voting for black men.

It can't be done. States control elections... Every cycle we essentially have 50 separate elections.
