The thing is, if POTUS had the authority to 'enshrine' the 2A, the next POTUS would have the authority to revoke it.
Our right to own firearms is not GRANTED by the 2A, they are granted by God. The 2A merely prohibits the government from screwing with our God given rights.
They could revoke Trump's order, sure, but that would just leave the 2A as it was. What would make this a genius order is that they could not contest it, an executive order re-iterating part of the constitution is as constitutional is it can possibly be. There would be no valid argument against it.
If another pres tried to overturn an executive order that only restates part of the constitution, all is lost anyway.
