I think he’s forcing them to call his bluff - forcing them to say it’s their decision when to reopen not his. Then when red states open and blue states don’t, hopefully people in those blue states will wake up and see who’s at fault here.
And if the blue states can't get the revenue to fund their immigration and health care for all programs they will eventually go bankrupt so they will be forced to open.
