You had to bust ass, work hard AND smart, and if everybody at the company did that you might not only stay afloat but do well. And you could expect to be promoted from within. It was reasonable to start at an entry level, be able to get married, buy a house, have a family, and even send your kids to College.
We had a middle class.

Another reason would probably be the growth of the tech sector.
The 1986 bill was the first time knowingly hiring illegal aliens is made punishable by law. It also contained stronger border control measures.
Geopolitical landscapes shifted significantly during the 1990s, both GHWB and Clinton administration failed to update immigration laws to reflect the changes.
