Hell it already is “open”, nothing has changed except you can’t get your hair cut, all the kids are out of school, and a random selection of sheep are wearing bandannas at grocery stores.
I am in the construction industry which is deemed essential, but there are many shops we engage with which are operating at about 40-50% of their typical workforce. I am in the Treasure Valley area. I am not wearing a mask of any type when I do my shopping, but when I was at my neighborhood Albertsons a couple days back, probably 75% of the other people in the store had masks. It was the most I had seen so far.
I figured the Treasure Valley would be more shut down, just because of the population density and the way people vote. North Idaho/Montana is pretty normal from what I’ve seen.
