Sounds very similar to our predicament today - the Blue areas want full-bore Communism, and they occupy the cities. The Red areas are the countryside all around the Blue areas, and they call us the Fascists.
It was the countryside which revolted, walled off the Communist would-be overlords in their cities, shut off all resources going in, and bombed them into submission.
Pretty gritty stuff.
