It's a fluff EO. No fine or penalty for violating it. And in order to violate it, you have to be within 6 feet of others in public.

It just prompts the headline "Cuomo orders New Yorkers to wear masks in public." And the plebs follow suit. You can't actually get in trouble for not wearing a mask... yet. Cuomo has already said he is open to penalties and fines if there is "widespread noncompliance"

But his argument is not that it protects the wearer but protects others from the wearer. NY is notorious for propping up government in place of personal responsibility. Sadly, I've seen many people cough on others with no regard or consideration to the people they're coughing on. Mostly retail employees getting coughed on by customers (stores, food places, even banks). it's nasty and should be discouraged regardless of if there's a pandemic. I wish we lived in a state where individuals could be empowered to deal with that kind of behavior themselves, but instead we live in one where you can get in trouble for shooting a home intruder.
