I think the virus was unleashed due to negligence.

Once unleashed, I believe China did everything in their power to save face and avoid culpability. Part of that was in creating a smokescreen using the compliant and fully bribed W.H.O. and anticipating that the virus popping up in other countries would allow them to sow chaos in other countries and buy them time for misdirection (“the US military brought it to Wuhan,” etc).
