I am no conspiracy theory nut, but this is either a careless "oopsie" or a test run of some sort. Probably a variant without a "payload" if you will.
For example, wether on purpose or not, they tested the fences. "Next time" a communist totalitarian regime will quietly vaccinate a gross portion of their population, then let their bio weapon out. Wreaking ridiculous havoc. They won't have anyone to answer to, because they will have effectively crippled the world, and chalk it up to some "better management because they learned from covid, blah, blah, blah."
And who knows what kind of "payload" they can CRISPR into a genome, combined with the rapid spread capability and be highly contagious for and extended time before you are symptomatic. It's like a bio version of stuxnet.

Maybe they vaccinated all of China but Wuhan/ Hubei. That’s why it supposedly didn’t spread around the country.
