Yeah, they should have just given it to everyone, no income limits, but the payment itself isn't really a welfare payment, it's more like Eminent Domain. You're being compensated for damage caused to you by the government. You're not just being handed money because you're poor or w/e.
The way you've phrased it actually makes perfect sense. Why would you be entitled to damages when you weren't harmed?
The problem is that they based this on income instead of actual damage done. I'm getting a check and this shutdown has had basically no effect on me. My wife and I have both been working and getting paid. Meanwhile my neighbors are furloughed and getting less money because one of them is divorced and the others only have one kid.
Income has shit-all to do with who has been damaged.
