States like Alaska have 25 projected deaths by august and Arkansas 195. These states can all be opened right now. Keep only hotspot cities like New York and Detroit closed for longer. The rest can easily be opened. Democrats are the biggest threat to the USA. (covid19.healthdata.org)

Arkansas isnt closed. Governor has even denied mayors ability to issue stay at home orders.

Anything running limited hours/operations or is closed is being done at the companies discression. I think the exceptions are public schools and maybe restaurants.
