Your comment doesn't make sense. Since masks are difficult to get, they're being reasonable and saying it's okay to use other things that everyone already has. So nobody even has to spend a cent to comply. And there are a whole bunch of exceptions to avoid unreasonable and impractical mask-wearing. Law enforcement officers on duty certainly are wearing masks in public in places where the public is under mandatory mask orders, and even in many places where there is no mask order.
Governors and national leaders such as POTUS/VP are usually not wearing masks while appearing in televised conferences, but they're in very controlled situations where social distancing and other safety measures are being strictly enforced (e.g. at the White House press conferences, all journalists are being tested for COVID before entering the room each day, in addition to the new seating arrangements to maintain social distancing). The mandatory mask orders have only started in the past few days, and increasingly, governors, mayors, and senior law enforcement officials are wearing masks when speaking to a live media audience.
