To actually answer your questions, population control might lead to political stability, which might lead to improved investment and economic activity, which might lead to cultural improvements, which some of these places frankly need.
You didn't really answer my questions actually. "Might lead to" well, how? How would population control end in political stability? Then how would that stability lead to cultural improvement? You're assuming the logic is obvious, but it really isn't. Africa was incredibly unstable with a quarter of the people they have now, and their stability actually generally has increased with population in most regions. China is relatively politically stable, and they have almost 20% of all the people in the world living there. And as far as political stability and investment leading to cultural improvements; that was our game plan with China, and yet they're still eating bats and kicking black people out of McDonald's. So clearly that isn't quite as obvious of a cause-effect as you seem to think.
But most importantly, what the everloving fuck does any of this have to do with vaccines? I can't stress enough: you're just acknowledging the darkest conspiracy theories and saying "yeah, but it's cool." Seriously, I hate the guy, but I'm not even going farther than "he tests vaccines on vulnerable populations." You've managed to work yourself to "he's secretly neutering Africa and it's a good thing." That's insane on so many levels.
Just so you know, according to Bill Gates, this is not what he's doing at all, and he'd be very upset that you think it is. All he's trying to do, according to him, is vaccinate a bunch of poor people so they don't get sick. And, according to your own reasoning, that's a bad thing: this will end with more people in these places, not less, as they no longer are keeling over due to childhood diseases. Bill's alleged hope is that people will have fewer children because they'll see that their kids aren't dying, and that will lead to a reduction in breeding rates but not necessarily a drop in population... But that's not what's been happening, as I'm sure you've noticed: their population continues to grow.
