Putting aside his political bickering with Trump, I've been impressed with Inslee in Washington. He definitely is very risk averse and shut down the state early, but he started with banning large gatherings. He has urged common sense and has even cut back on budget requests so that state reserves can stay high.
If he were president, he definitely would have been more authoritarian (he openly pushes for it in his press conferences), but as a governor he's been ok. Seattle's Mayor and City Council on the other hand have been shutting down parks and pushing for a lot more government control over Amazon and landlords.
