SD is drastically different from the States that are affected by this. Look at a County map. They have some minor hotspots in their cities, but that's it.

In NY, some rural counties have 1000 cases. I don't think any County in SD has nearly that many, and nearly all have 0-10. Of course the same is true of many other States that do have dumbass stay at home orders.

Iowa, for example, has 1154 current cases.

So basically SD can go straight to Phase 3.

Like Idaho.

But we won't because our governor is a RINO.

:) Lots of the Country could, for that matter. Maybe not a large portion of the population or gdp, but a huge geographical portion of the Country is like that. As long as it's broken down by County rather than State-wide.

Although the way the guidelines are written, I think everybody's supposed to go through hoops at each phase? I think SD is ignoring these phases. The AZ Governor put a stay at home order in place just to make others happy, but he declared all businesses essential and compliance is voluntary. Based!

Lots of States are fine except for small cities, which have only a moderate problem. We'll see what our R Governors are made of.
