They could've opened up April 1. In Iowa for example, that's 50 Counties. Only 9 have more than 10 cases total. (Spez: a different source, a newspaper, reports this entirely differently. They show 26 Counties as having more than 10 total cases, many of which have less than 25. They show WI with 50+ Counties with 10 or fewer total cases. 27 Counties with more than that. Even IL has 61 Counties with 10 or fewer)
