They'll blame him no matter what he does so maybe, just maybe, he should just go ahead and do what matters. Consequences be damned. The damage he can inflict if he just goes ahead and does shit like a Berserker will wreck them for at least Half a Century if not more.
In fact, I'm willing to bet if he goes Full Berserker that even MORE people will rally to his side. People like a fighter and they hate Congress and the Media and what more is that that "hate" is based off of their own skewed polls. I'd venture to say it's almost at 99% hate right now. He should just say Fuck It and pull the trigger. It can't get any worse for him as far as Congress Dems and the Media so you might as well get a few good shots to their nuts while you're at it.
