Why not just make it so they've got room/board in washington with a meal card and monotone clothing like the army. They don't need money, they're public servants.
They shouldn't be allowed to accept a dime or gifts or promises of employment after leaving service without disclosing when/where/how the opportunity arose and disclose any potential conflicts of interest with legislation passed or proposed during their tenure.
Someone within each Secret Service detail should be like a mini- Inspector General who, in the back ground, keeps tabs on all these sorts of things and routinely reports suspicious national security risks (like affairs, shady car rides with coke dealers, hotdogs and pizza..etc)
