God appoints all leaders and rules over all nations for His purposes. He appoints angels to oversee nations, such as Daniel 10. An angel who has dominion was helped by MIchael, who's territory is Israel. The angel was delayed by demons/"princes" of Persia in answering and explaining Daniel's lament. There is a whole other world of warfare happening that we cannot see of angels and demons fighting for dominion.
This piece was written in the 3rd year of Cyrus, in the 530s BC, and Cyrus is named by name in Isaiah, written around 700 BC (164 years prior). So even God used the enemy territory of Babylon to usher the Israelites home through a king named by name in Isaiah, written 164 years prior to Daniel. Cyrus was a more benevolent king but God used Nebuchadnezzar, a ruthless and vengeful man to start the 70 years in Babylon in the first place. So God placed Nebuchadnezzar, an eventual believer, but not at the time, to bring His (God's) purposes to fruition.
