Because they love throwing this shit in people's faces. They want people to know what they are doing, but not do anything about it, thus accepting it.
I could think of a couple reasons why they might try to pull this shit:
ONE: To desensitize the public about this shit before it goes down as a sad and pathetic last ditch attempt at damage control
TWO: Theyre so fucking oblivious that they completely misjudged how many people know what theyre really up to.
