If it's novel and extremely contagious then medical knowledge lags by week's/months and you're helpless to stop it. If it's extremely lethal the medical system is a drop in the bucket towards mitigation and worthless to worry about.
If it's novel but not particularly contagious or deadly then there's no point in taking action as there's little benefit.
But we commonly use the word "flu" to describe anything we catch that is more severe than common cold, whether it is caused by influenza virus or not (because we usually aren't tested)
