Most, of they feel ill, would want to be tested to confirm and get treatment. If confirmed, most would agree to some sort of self isolation to not infect friends and loved ones.
If the test is refused, that is the end. No police action. If approached with a sensible, voluntary test and voluntary isolation, people would embrace the effort and probably thank their government.
