A lot of people in the government are using coronavirus as a cloak to conceal their motives and allow them to do things they wouldn't be able to do otherwise. Anything can be explained away with "because coronavirus", it doesn't have to make sense, it's their wild card.
So, they're not closing the churches, just banning mass in-person worship. It's a big difference. If they had a line outside the church and only let 40 people in at a time, they'd be open. That's what I had to do at the liquor store.
