The passive inmates and controlling guards attitudes were played up because they all knew they were being recorded on camera. Of all the problems they had to deal with, they chose this was priority? And also, such a costly stupid solution. Would have been cheaper to have a police officer stationed there if it was that big of a deal.
Highway departments have sand sitting around by the ton, a load or two is honestly not that expensive ... if you neglect, of course, all the labor (you're going to bill the Feds for) and the sand (that you're also going to bill the Feds for).
So ... "Free" from a particular viewpoint.
Until, of course, 100 kids wander off with 50lbs apiece a couple times.
That would probably save money, considering the alternative is to pay to have it removed. However, the idea of kids stealing sand is comical... a new home owner looking to build a brick patio, ...or a sand pit for their kid maybe would steal it.
So skatepark turns into mountain bike park, temporarily. Even better yet, the amount of able bodied teenagers would would use that could clear that out in a matter of hours, honestly.
