Highway departments have sand sitting around by the ton, a load or two is honestly not that expensive ... if you neglect, of course, all the labor (you're going to bill the Feds for) and the sand (that you're also going to bill the Feds for).

So ... "Free" from a particular viewpoint. Until, of course, 100 kids wander off with 50lbs apiece a couple times.

kids stealing the sand

That would probably save money, considering the alternative is to pay to have it removed. However, the idea of kids stealing sand is comical... a new home owner looking to build a brick patio, ...or a sand pit for their kid maybe would steal it.
