The laws there are insane in that that make no sense. All the licenses you need are expensive and the amount of German bureaucracy in getting the paperwork filled out probably does more to prevent people from having guns that any specific prohibition.
But there's more unregistered guns there than you might think. Once you get out of the cities (at least in southern Germany) people aren't as liberal.
