This needs to be a thing: the "Technology And Innovation Without Adversary Nations" act.
(Abbreviated as the TAIWAN act to trigger the ChiComs, obviously).
First, it would establish an American "corporate community" tax-and-incentive plan specifically designed to make companies race to leave China (see https://thedonald.win/p/FMXcjTSS/how-to-make-global-corporations-/c/ for details).
Next, it would prohibit the transfer of most technologies to China, including technology transferred for purpose of outsourced manufacturing. I would recommend a complete ban on transferring any U.S. technology under a valid patent to China. This keeps China 2-3 decades behind the U.S. at best. If they want to steal and grub tech from the U.S., they will have to settle for stuff that's 20-30 years old - typically badly outdated and maybe obsolete.
Additionally, set out stiff penalties for any U.S. company, organization, or individual that colludes with China on technology, especially tech theft.
There is always the 1917 trading with the enemy act and the 1977 International Emergency Economic Powers Act.
I would prefer Chyna sells out the globalist cabal who lives off US vs Chyna using taxpayer dollars
