You create your own web services and you make a strong TOS that disallows ALL GOVERNMENTS from joining or using the site, and if they are caught, the TOS says their intrusion compromised 100% the valuation of the community, which could be in teh billions of dollars, they don't pay, you issue lien in court, take them to internetational court under maritime admiralty law, and if they still don't pay you hire mossad or other private sercurity team to enter the us, seize an asset of equal value, like stealing a very valuable database and then selling it abroad
