You bring up a great point and during a time of crisis (WW2) the federal government tried to supplant the militia with the national guard, however some more intelligent governors said fuck that we still need our own militias so title 32 authorizes state militias but few have them, they're called state guards formally. Problem is governors don't exercise the right to maintain a militia because there's no money in it and the national guard is essentially a federal force today making up 50% of the Army's combat forces. YET STILL, the militia is actually the people and there's no need for any government entity to activate, organize, or train the militia. Constitutionally the sole purpose of the militia is to protect the people from any and all enemies
