This and also the first part of the sentence is a clarifying statement. It doesn't mean 'only government run militia organizations get weapons' like lefties try to make it mean. It basically means in layman's terms 'because for example we need a group of armed regular civilians in every town and village to show up with their own weapons to protect against larger threats, the right of individual people to keep and bear arms shall not be infringed'
