It all depends on McConnell. Trump can't appoint anybody that McConnell won't confirm. For example, Trump nominated Ratcliffe to run the DNI--a total MAGA swamp drainer. Immediately Burr and McConnell said No!, and killed the nomination instantly.

McConnell is deep swamp. He complicates everything.
