I was just reading about this and it looks like this guy was alone with the baby when the abuse occurred. It happened in one evening not over a period of time. But even if one of them had been there, it's unlikely they'd have the testicular fortitude to stop it. Fuck, they all look like pedo's anyway. This guy will get whats coming to him in jail.

The mother had already reported him and she left him alone with the baby?

The baby should be removed and placed in a safe household.
The guy who did this needs to be taken out into the swamp, beaten until he's broken, bloody, and swollen by a deaf man who can not even hear his pathetic pleas for help, and then he needs to be strapped down to the ground, on his back, and left for the predators. He has proven that he does not deserve to remain in our species, and perhaps the horror of such an end would terrify other monsters into compliance with our Law.
Not a bad plan. I vote we should start with a good tarring and feathering. Go a bit 1770's in our style and march the asshole around dripping of searing hot tar with his skin melting off.
In fact, that might not be a bad punishment to bring back to people who hurt infants.
