Generally (not all of them) such people only do things (beg or steal for money) when they have an immediate need - for food, drugs or alcohol. They'd turn down any effort to transport them somewhere to poop, for the same reason many of them turned down jobs - too much work.
Now, if someone wanted to pay them for collecting random feces they dropped in the alleys or on the sidewalks/streets - they would oblige.

Not that I agree with social distancing I'm just trying to look at things from their perspective and positive actions they could take from there. I'm more of a less govt more freedom kind of man personally.

This is in my city. They felt that it was cheaper than permanently keeping a cop posted at the park. Idiotic, I know.
