I was really hacked off when I first found out the nearest large city had set up a "stay at home violation" reporting hotline. I thought the city officials had gotten drunk on power and were fantasizing about setting up their own secret police.
Then I found out the truth...
They did that because the 911 phone lines were being jammed up with a bunch of busybodys (apparently all named Karen) calling the police to report anything they saw people doing that upset them. Absolutely disgusting.

Misuse of the 911 system is not a crime?
They are really hesitant to apply laws because they don't want to discourage people from calling 911 if they aren't sure it is an emergency.
Typically it has to be an egregious abuse.
