Everyone please calm down. I read a local article. It had to do with a small number of out of town contractors. This was not something for citizens to comply with. We can put the pitchforks down. https://www.krtv.com/news/coronavirus/valley-county-officials-explain-quarantine-wristbands

It's for people from out of town who happen to be working there.

No, I still don't like it

Montana has been imposing quarantine on travelers. Or trying to, unsuccessfully. I bet this is an attempt to try to address that.

Ohhh, so only a certain group of people must wear government mandated armbands to shop. That makes it soooo much better.

Just look away, don't concern yourself with this!

that's not really better. what about poor black out-of-state contractors that don't know how to wristband?

This makes a difference? I think not.

I see it as a quiet community in a local paradise wanting to stay that way. Contractors from out of town (don’t know which town) could upset a delicately balanced apple cart at a time like this. Could have been a way to protect the contractors from the citizens?

What part of the inalienable rights does this fall under?

The contractors isn't the issue. The issue is telling businesses that they need to be checking people's license plates and demanding their armbands. That is not acceptable if their license plate is from America. American citizens have a right to travel freely without being subjected to unreasonable search and seizure.
