I don't that's the situation at all. MT has been largely unaffected by this plannedemic. Governor has been trying to keep it that way, asking travelers to quarantine. Not been having success with that. I bet this is a step to try to address that.

Maybe not a good way to go about it, but entirely different than what people here are thinking.
