Slick Rick's slimming down the CONUS intelligence HQs overhead to get more personnel out in the field in places we've never had personnel stationed before and to be closer to the front lines of intelligence gathering so that when reports are sent up fewer hands are making "political" changes to what was originally written.
He's also making the best of the budget he's been given.
If he can pull it off we'll have more OCONUS foreign intelligence gathering capability than we ever have before and with much less politicization and careerism being involved.
Anyone who can't see that from a mile away doesn't deserve to be anywhere near the U.S. intelligence apparatus much less in charge of a congressional committee that purports to claim oversight of it.
