He's not a dictator and he doesn't act like one. If he takes too big of a bite, the left will turn it all into a propaganda piece for their side and drag the centrists their way while they do it. Then it will turn into another clown show.

It's safe to assume the last three presidents wouldn't even consider doing this, even if they did have the same situation to justify it.
