You have 50+ Counties with 0-10 people infected, total. Almost all of those should have recovered by now, and anyone that hasn't should be well under control with self-quarantine. It's utterly stupid to keep the whole State closed just because the Chicago area is a mess. Here in WI about half our Counties are still 0-10; all of this should've opened April 1, realizing that it never needed to shut down.
Population density is everything re: transmission of communicable disease. The whole idea is we'll all get it, we just don't want to overwhelm hospital capacity. Very few cities in the whole Country are anywhere near capacity. Extra caution should be taken with these cities maybe for a while yet, but we'd have lots of very useful info about the second wave if we had opened up all these rural Counties on April 1. Could've opened up suburbs before April 15.
