The first two weeks NYC hospital protocol was to give it only to ICU admitted patients. Only last week did the hospitals change and begin administering it to all admitted patients.

I thought from the start that the purpose of giving it only to half dead patients was to provide the media this talking point. You have to get down to paragraph 47 to see if they ever bother to mention that tidbit.
